Article 1. Amending and supplementing a number of articles of Circular No. 05/2016/TT-BTTTT dated March 1, 2016 of the Minister of Information and Communications regulating the management and use of international standard book numbers
1. Point d, Clause 1, Article 6 is amended and supplemented as follows:

Method of ISBN withdrawal: No later than March 31 each year, in cases where a publisher does not carry out publication of a given book title together with the ISBN granted under the publication registration confirmation certificate of the preceding year, the publisher must submit a written document returning such ISBNs to the Publishing, Printing and Distribution Department, with the following information:

1. Amending and supplementing the title and opening paragraph of Article 1 as follows:
a) The title of Article 1 is amended as follows:
"Article 1. List of goods imported in the field of printing and list of goods imported and exported in the field of publication distribution"
b) The opening paragraph of Article 1 is amended and supplemented as follows:
"This Circular regulates the List of goods imported in the field of printing and the List of goods imported and exported in the field of publication distribution, serving the management of import and export, investment activities, application of tax policies, incentive policies and other activities related to products and goods:"
2. Clause 1a is added before Clause 2 of Article 1 as follows:

Where regulations on HS codes change, the new regulations on the corresponding HS code shall apply to the printing equipment listed and described in the List of goods imported in the field of printing prescribed at Point a of this Clause."
3. Clause 2, Article 1 is amended and supplemented as follows:
"2. The list of goods by HS code and the form of management applicable to goods imported and exported in the field of publication distribution is set out in Appendix 02 issued together with this Circular."
Article 3. 1. Replacing a number of phrases in Appendix 02 issued together with Circular No. 22/2018/TT-BTTTT dated December 28, 2018 of the Minister of Information and Communications promulgating the List of goods imported and exported in the field of printing and publication distribution as follows:
a) Replacing the phrase "Circular No. 65/2017/TT-BTC dated June 27, 2017 of the Ministry of Finance" with the phrase "Circular No. 31/2022/TT-BTC dated June 8, 2022 of the Minister of Finance" in Section I.1 of the List of goods by HS code and the form of management applicable to goods imported and exported in the field of publication distribution.
b) Replacing the phrase "Circular No. 23/2014/TT-BTTTT dated December 29, 2014 of the Minister of Information and Communications detailing and guiding the implementation of a number of articles of the Publishing Law and Decree No. 195/2013/NĐ-CP dated November 21, 2013 of the Government detailing a number of articles of and measures to implement the Publishing Law" with the phrase "Circular No. 01/2020/TT-BTTTT dated February 7, 2020 of the Minister of Information and Communications detailing and guiding the implementation of a number of articles of the Publishing Law and Decree No. 195/2013/NĐ-CP dated November 21, 2013 of the Government detailing a number of articles of and measures to implement the Publishing Law (as amended and supplemented by Circular No. 23/2023/TT-BTTTT dated December 31, 2023 of the Minister of Information and Communications)" in Sections I.2 and I.3.
2. Repealing Article 2 and Article 6 of Circular No. 03/2015/TT-BTTTT dated March 6, 2015 of the Minister of Information and Communications detailing and guiding the implementation of a number of articles and clauses of Decree No. 60/2014/NĐ-CP dated June 19, 2014 of the Government regulating printing activities.
3. Repealing Article 3; Points h, i, k and m of Clause 1, Article 6; the phrase "lower right corner" at Point a, Clause 1, Article 7; and Point c, Clause 1, Article 7 of Circular No. 05/2016/TT-BTTTT dated March 1, 2016 of the Minister of Information and Communications regulating the management and use of international standard book numbers.
Article 4. Amending, supplementing and repealing a number of products under Group 2.1.2 in Appendix 02, List of hardware and electronic products, issued together with Circular No. 09/2013/TT-BTTTT dated April 8, 2013 of the Minister of Information and Communications promulgating the List of software and hardware, electronic products (as amended and supplemented by Circular No. 20/2021/TT-BTTTT dated December 3, 2021 of the Minister of Information and Communications)
1. Amending and supplementing the names of a number of products under product group 2.1.2 in the List of hardware and electronic products:
a) "Laser printer" is changed to "Laser printer, excluding multi-color type with a printing speed of 60 sheets/minute (A4 size) or less, or with a printing size of A3 or less", at ordinal number 06;
b) "Inkjet printer" is changed to "Inkjet printer, excluding multi-color type with a printing speed of 60 sheets/minute (A4 size) or less, or with a printing size of A3 or less", at ordinal number 08;
c) "Single- and multi-function photocopiers (black-and-white or color)" is changed to "Single- and multi-function photocopiers (black-and-white)", at ordinal number 09.
2. Removing a number of products under product group 2.1.2 from the List of hardware and electronic products:
a) "Offset printing machine, reel-fed", at ordinal number 01;
b) "Offset printing machine, sheet-fed, of the type used in offices", at ordinal number 02;
c) "Other offset printing machines", at ordinal number 03;
d) "Letterpress printing machine, reel-fed, excluding flexographic printing machines", at ordinal number 04;
đ) "Flexographic letterpress printing machine", at ordinal number 05;
e) "Automatic platemaking machine", at ordinal number 12;
g) "CTP platesetter", at ordinal number 13.
Article 5. Implementation provisions
1. This Circular takes effect from November 7, 2024.
2. For dossiers of import declaration procedures for printing equipment, import of non-commercial publications, or registration for import of publications for commercial purposes submitted to the competent authority for resolution before the effective date of this Circular, but for which the resolution deadline falls on or after the effective date of this Circular, the relevant provisions of this Circular shall not apply.
In the course of implementing this Circular, in case of any difficulties or problems, agencies, organizations and individuals are requested to report them in writing to the Ministry of Information and Communications (via the Publishing, Printing and Distribution Department) for consideration and resolution./.
