The customs authority competent to sanction must ensure that the sanctioning decision is notified through the customs authority's electronic system or by text message, email or another electronic application. The customs authority's electronic system must make it possible to determine the time at which the individual or organisation in violation received the sanctioning decision;

3. The customs authorities shall be responsible for building an information technology system capable of making and sending electronic administrative violation records and of handling administrative violations in the electronic environment in accordance with the legislation on the handling of administrative violations.
