FINAL REVIEW RESULT OF THE APPLICATION OF ANTI-DUMPING MEASURES ON CERTAIN MONOSODIUM GLUTAMATE PRODUCTS ORIGINATING FROM THE REPUBLIC OF INDONESIA AND THE PEOPLE'S REPUBLIC OF CHINA

Pursuant to the Law on Foreign Trade Management No. 05/2017/QH14 dated June 12, 2017;
Pursuant to Decree No. 10/2018/NĐ-CP dated January 15, 2018 of the Government detailing a number of articles of the Law on Foreign Trade Management on trade remedy measures;

Pursuant to Decision No. 1947/QĐ-BCT dated July 23, 2024 of the Minister of Industry and Trade on the final review of the application of anti-dumping measures on certain monosodium glutamate products originating from the Republic of Indonesia and the People's Republic of China;
Pursuant to Decision No. 1067/QĐ-BCT dated April 18, 2025 of the Minister of Industry and Trade extending the deadline for the final review of the application of anti-dumping measures on certain monosodium glutamate products originating from the Republic of Indonesia and the People's Republic of China;
At the proposal of the Director General of the Trade Remedies Authority.
DECIDES:
Article 1. To extend for a further 05 years the application of anti-dumping duties on certain monosodium glutamate products imported into Vietnam classified under HS code 2922.42.20 and originating from the Republic of Indonesia and the People's Republic of China (case code ER01.AD09), with detailed contents set out in the Notice attached to this Decision.
Article 2. This Decision takes effect from July 23, 2025.
Article 3. The following Decisions cease to be effective
1. Decision No. 1933/QĐ-BCT dated July 22, 2020 of the Minister of Industry and Trade on the official application of anti-dumping duties on certain monosodium glutamate products originating from the People's Republic of China and the Republic of Indonesia; and
2. Decision No. 640/QĐ-BCT dated April 6, 2022 of the Minister of Industry and Trade on the result of the first review of the application of anti-dumping measures on certain monosodium glutamate products originating from the Republic of Indonesia and the People's Republic of China; and
3. Decision No. 22/QĐ-BCT dated January 5, 2024 of the Minister of Industry and Trade on the result of the second review of the application of anti-dumping measures on certain monosodium glutamate products originating from the People's Republic of China and the Republic of Indonesia.
Article 4. The Chief of Office of the Ministry, the Director General of the Trade Remedies Authority, heads of units, and related parties are responsible for implementing this Decision./.

NOTICE
FINAL REVIEW RESULT OF THE APPLICATION OF ANTI-DUMPING MEASURES ON CERTAIN MONOSODIUM GLUTAMATE PRODUCTS ORIGINATING FROM THE REPUBLIC OF INDONESIA AND THE PEOPLE'S REPUBLIC OF CHINA (Attached to Decision No. 1914/QĐ-BCT dated July 2, 2025 of the Minister of Industry and Trade)
1. Goods subject to anti-dumping duties
a) Name and basic characteristics:
Monosodium glutamate products (also known as MSG, Monosodium Glutamate, Mononatri glutamat, Monosodium L-glutamate, Sodium glutamate, the sodium salt of glutamic acid).
b) Main uses:
- Used in food processing and cooking: MSG is used directly by consumers in preparing dishes;
- Used as a raw material for producing other seasoning products such as seasoning powder/granules, soup seasoning powder;
- Used as a raw material for producing processed food products, dipping sauces and sauces, instant noodles;
- Used in smaller quantities in non-food products such as detergents, cosmetics and pharmaceuticals.
c) Goods code (HS code):
The goods subject to anti-dumping duties are classified under the following HS code: 2922.42.20.
The Ministry of Industry and Trade may amend and supplement the list of HS codes of the goods subject to anti-dumping measures to conform with the description of the investigated goods and other changes (if any).
d) Origin: The goods subject to anti-dumping duties originate from the Republic of Indonesia and the People's Republic of China.
2. Final review conclusion
The investigating authority determined that there is a likelihood that the investigated imported goods would continue or recur to engage in dumping causing injury to the domestic industry should the anti-dumping measure be terminated.
The investigating authority sent the draft final review conclusion to interested parties for comments in accordance with regulations.

4. Duration of application of the anti-dumping measure
The anti-dumping duty rates set out in Section 3 above shall apply from July 23, 2025 to July 22, 2030 (unless changed or extended under another Decision of the Ministry of Industry and Trade based on the result of a review of the application of the anti-dumping measure in accordance with the law).
5. Procedures, dossiers for inspection and application of the anti-dumping measure
In order to have a basis for determining whether imported goods are subject to anti-dumping duties, the customs authority shall inspect the certificate of origin, the manufacturer's certificate and other relevant documents as provided below. Documents certifying the origin of goods include:
a) Certificate of Origin (C/O); or
b) Self-certification of origin documents consistent with the provisions of:
- The Comprehensive and Progressive Agreement for Trans-Pacific Partnership;
- The Regional Comprehensive Economic Partnership Agreement;
- The Free Trade Agreement between the Socialist Republic of Vietnam and the European Union;
- The Free Trade Agreement between the Socialist Republic of Vietnam and the United Kingdom of Great Britain and Northern Ireland;
- The ASEAN Trade in Goods Agreement; and
- The Free Trade Agreement between the Government of the Socialist Republic of Vietnam and the Government of the State of Israel.
The specific inspection contents are as follows:
Step 1: Inspection of the certificate of origin documents
- Case 1: If the customs declarant fails to submit a certificate of origin document, the anti-dumping duty rate of VND 6,385,289/ton shall apply.
- Case 2: If the customs declarant submits a certificate of origin document from a country or territory other than China or Indonesia, no anti-dumping duty shall be payable.
- Case 3: If the customs declarant submits a certificate of origin document from Indonesia, the anti-dumping duty rate of VND 5,289,439/ton shall apply.
- Case 4: If the customs declarant submits a certificate of origin document from China, proceed to Step 2.
Step 2: Inspection of the manufacturer's quality certificate (original) (hereinafter referred to as the Manufacturer's Certificate)
- Case 1: If (i) the customs declarant fails to submit the Manufacturer's Certificate, or (ii) submits the Manufacturer's Certificate but the name of the organization/individual on it does not match the name of the organization/individual stated in Column 1 of Section 3 of this Notice, the anti-dumping duty rate of VND 6,385,289/ton shall be payable.
- Case 2: If the customs declarant submits the Manufacturer's Certificate and the name of the manufacturer on the Certificate matches the name of the manufacturer stated in Column 1 of Section 3 of this Notice, proceed to Step 3.
Step 3: Inspection of the name of the exporting organization/individual
- Case 1: If the name of the exporting organization/individual (based on the sale contract, commercial invoice) matches the name of the organization/individual stated in Column 1 of Section 3, or matches the corresponding organization/individual in the same row in Column 2 of Section 3, the duty rate corresponding to the same row in Column 3 of Section 3 of this Notice shall be payable.
- Case 2: If the name of the exporting organization/individual (based on the sale contract, commercial invoice) does not match the name of the organization/individual stated in Column 1 of Section 3 and does not match the corresponding organization/individual in the same row in Column 2 of Section 3, the anti-dumping duty rate of VND 6,385,289/ton shall be payable.
6. Subsequent procedures
After this Decision takes effect, the Ministry of Industry and Trade shall coordinate with relevant management agencies to inspect, monitor and supervise the effectiveness of the implementation of the Decision, based on information on the import situation of goods subject to anti-dumping duties and goods likely to circumvent the anti-dumping measure provided by the customs authority, pursuant to Article 14 of Decree No. 10/2018/NĐ-CP dated January 15, 2018 of the Government detailing a number of articles of the Law on Foreign Trade Management on trade remedy measures.
