Contents
- Article 1. Adjustment of anti-dumping duty rates for groups of companies on the basis of the results of the second sunset review of the application of anti-dumping measures on certain polyester filament yarn products originating from the Republic of India, the Republic of Indonesia, Malaysia and the People's Republic of China (Case No. AR02.AD10), with details set out in the Notice attached to this Decision.
- Article 2. The procedures for applying anti-dumping measures shall be carried out in accordance with the law on anti-dumping measures against goods imported into Vietnam, the law on import and export duties, and other relevant legal provisions.
- Article 3. Decisions on exemption from the application of anti-dumping measures issued by the Minister of Industry and Trade before the effective date of this Decision shall remain valid until the expiry of the validity period of such exemption decisions.
- Article 4. This Decision takes effect 7 days from the date of its issuance.
- Article 5. The Chief of the Ministry Office, the Director General of the Trade Remedies Authority, the heads of relevant units, and relevant parties shall be responsible for implementing this Decision.

Pursuant to Decision No. 2324/QĐ-BCT dated August 18, 2025 of the Minister of Industry and Trade extending the time limit for the second sunset review of the application of anti-dumping measures on certain polyester filament yarn products originating from the Republic of India, the Republic of Indonesia, Malaysia and the People's Republic of China;

DECIDES:
Article 1. Adjustment of anti-dumping duty rates for groups of companies on the basis of the results of the second sunset review of the application of anti-dumping measures on certain polyester filament yarn products originating from the Republic of India, the Republic of Indonesia, Malaysia and the People's Republic of China (Case No. AR02.AD10), with details set out in the Notice attached to this Decision.
Article 2. The procedures for applying anti-dumping measures shall be carried out in accordance with the law on anti-dumping measures against goods imported into Vietnam, the law on import and export duties, and other relevant legal provisions.

ADJUSTMENT OF ANTI-DUMPING DUTY RATES FOR CERTAIN GROUPS OF COMPANIES ON THE BASIS OF THE RESULTS OF THE SECOND SUNSET REVIEW OF THE APPLICATION OF ANTI-DUMPING MEASURES ON CERTAIN POLYESTER FILAMENT YARN PRODUCTS ORIGINATING FROM THE REPUBLIC OF INDIA, THE REPUBLIC OF INDONESIA, MALAYSIA AND THE PEOPLE'S REPUBLIC OF CHINA (Attached to Decision No. 3546/QĐ-BCT dated December 3, 2025 of the Minister of Industry and Trade)
1. Groups of companies subject to the adjusted anti-dumping duty rates
The groups of companies whose anti-dumping (AD) duty rates are adjusted according to the results of the first sunset review include:
- The Fujian Litchi New Material Co., Ltd. group and related companies. The manufacturing/exporting companies in this group are numbered 15 to 17 in the duty rate table in Section 3 of the Notice attached to Decision No. 2302/QĐ-BCT dated October 13, 2021.
- The Suzhou Shenghong Fiber Co., Ltd. group and related companies. The manufacturing/exporting companies in this group are numbered 31 to 35 in the duty rate table in Section 3 of the Notice attached to Decision No. 2302/QĐ-BCT dated October 13, 2021.
- The Xinfengming Group Huzhou Zhongshi Technology group and related companies. The manufacturing/exporting companies in this group are numbered 48 to 55 in the duty rate table in Section 3 of the Notice attached to Decision No. 2302/QĐ-BCT dated October 13, 2021.
- The Zhejiang Hengyi Petrochemicals Co., Ltd. group and related companies. The manufacturing/exporting companies in this group are numbered 56 to 64 in the duty rate table in Section 3 of the Notice attached to Decision No. 2302/QĐ-BCT dated October 13, 2021.

3. Duration of application of anti-dumping measures
The AD duty rates set out in Section 2 of this Notice shall apply from the effective date of the Decision on the results of the second sunset review of the application of AD measures on certain polyester filament yarn products originating from the Republic of India, the Republic of Indonesia, Malaysia and the People's Republic of China until October 15, 2026 (except where changed or extended under another Decision of the Ministry of Industry and Trade based on the results of a review of the application of AD measures in accordance with law).
4. Other contents
Contents regarding the description of goods subject to anti-dumping measures, the origin of goods subject to anti-dumping measures, and the procedures and dossiers for inspecting and applying anti-dumping measures shall be carried out in accordance with:
- Decision No. 2302/QĐ-BCT dated October 13, 2021 of the Minister of Industry and Trade on the official application of anti-dumping duties on certain polyester filament yarn products originating from the People's Republic of China, the Republic of India, the Republic of Indonesia and Malaysia;
- Decision No. 928/QĐ-BCT dated May 13, 2022 of the Minister of Industry and Trade correcting a number of contents of Decision No. 2302/QĐ-BCT dated October 13, 2021 of the Minister of Industry and Trade; and
