DECISION

ON THE PROMULGATION OF THE LIST OF GOODS (WITH HS CODES) EXEMPTED FROM SPECIALIZED INSPECTION UNDER THE MANAGEMENT RESPONSIBILITY OF THE MINISTRY OF INDUSTRY AND TRADE

MINISTER OF INDUSTRY AND TRADE

Pursuant to Government Decree No. 98/2017/NĐ-CP dated August 18, 2017, defining the functions, tasks, powers, and organizational structure of the Ministry of Industry and Trade;

Pursuant to Government Decree No. 187/2013/NĐ-CP dated November 20, 2013, detailing the implementation of the Commercial Law with respect to international goods purchase and sale activities and agency activities for purchasing, selling, processing, and transiting goods with foreign countries;

Decree No. 08/2015/NĐ-CP dated January 21, 2015, of the Government detailing and providing measures for implementing the Customs Law regarding customs procedures, inspection, supervision, and control, as amended and supplemented by Government Decree No. 59/2018/NĐ-CP dated April 20, 2018;

Pursuant to Government Resolution No. 02/NQ-CP dated January 1, 2019, on the implementation of key tasks and solutions to improve the business environment and enhance national competitiveness in 2019 with orientation toward 2021;

Pursuant to Circular No. 23/2016/TT-BCT dated October 12, 2016, of the Minister of Industry and Trade repealing Circular No. 37/2015/TT-BCT dated October 30, 2015, on limit levels and inspection of formaldehyde content and aromatic amines derived from azo dyes in textile and garment products;

Pursuant to Circular No. 18/2017/TT-BCT dated September 21, 2017, of the Minister of Industry and Trade repealing certain articles of Joint Circular No. 58/2015/TTLT-BCT-BKHCN dated December 31, 2015, of the Minister of Industry and Trade and the Minister of Science and Technology on quality management of domestically produced and imported steel;

Pursuant to Circular No. 65/2017/TT-BTC dated June 27, 2017, of the Minister of Finance promulgating the List of Vietnam's Exported and Imported Goods, as amended and supplemented by Circular No. 09/2019/TT-BTC dated February 15, 2019, of the Minister of Finance;

At the proposal of the Director of the Department of Science and Technology,

DECIDES:

Article 1. To promulgate the list of goods (with HS codes) exempted from specialized inspection under the management responsibility of the Ministry of Industry and Trade, as set out in the Appendix attached to this Decision.

Organizations and individuals are not required to submit to the customs authority any documents related to the results of specialized inspection for the products and goods listed in the Appendix attached to this Decision in order to clear the goods through customs.

Article 2. The Department of Science and Technology shall take the lead in coordinating with relevant agencies and units to organize the implementation of this Decision, and shall provide timely guidance and resolve any arising difficulties (if any).

Article 3. This Decision takes effect from the date of its signing.

Article 4. The Chief of the Ministry Office; the Director of the Department of Science and Technology; heads of units under the Ministry of Industry and Trade; and relevant organizations and individuals shall be responsible for implementing this Decision.
